Prop 64: As Recreational Pot Legalization Vote Looms, What Can California Learn From Colorado?

AMONG THE MANY DECISIONS CALIFORNIA VOTERS WILL BE FACED WITHIN NOVEMBER, LEGAL MARIJUANA IS ONE OF DISCUSSION AND DEBATE. PROPOSITION 64 WOULD LEGALIZE THE RECREATIONAL SALE AND USE OF MARIJUANA. THERE’S MUCH MORE TO KNOW. HOW WILL IT BE REGULATED AND ENFORCED? WILL IT BE PROFITABLE FOR THE STATE? ARE THERE ANY HEALTH EFFECTS? ONE STATE THAT IS KNEE DEEP IN TO THE ISSUE IS COLORADO. THAT’S WHERE WE EXPLORED WHAT LESSONS. LEGALIZE RECREATIONAL MARIJUANA IS A TOUGH SUBJECT AND THERE ARE A LOT OF SUPPORTERS AND OPPONENTS ON THIS ISSUE HERE IN CALIFORNIA. BUT IN COLORADO THEY ALREADY STARTED THAT DEBATE ABOUT THREE YEARS AGO AND THEY APPROVED LEGAL POT SO WHAT HAPPENED NEXT? THAT DEPENDS ON WHO YOU TALK TO. Reporter: MARIJUANA, WHETHER IT’S SMOKED, EATEN, DABBED, OR LICKED, IS LEGAL IN COLORADO. AS SOON AS RECREATIONAL SALES HIT IT EXPLODED. Reporter: BAGGIES OF BUD AND JARS OF WE’D FILL A DISPENSARY IN COLORADO. YOU’LL SEE ABOUT 25 OF THOSE ON THE SHELF. Reporter: ANYONE OVER THE AGE OF 21 CAN PICK AND CHOOSE THEIR WAY THROUGH FLOWERS, EDIBLES, OILS AND CREAMS. THE DISPENSARIES ARE THE END OF THE LINE. CULTIVATION AND PRODUCTION TAKES PLACE IN THE WAREHOUSE. THIS IS A FACTORY-LIKE SITUATION. Reporter: MEDICINE MAN HAS 75 EMPLOYEES. THEY MONITOR 13,000 PLANTS WHICH ARE GROWING IN PRIME CONDITIONS AND THEY HARVEST EVERY DAY. IT’S TRACKED ALL THE WAY UP UNTIL YOU BUY THAT BAG OF MARIJUANA AT THE RECREATIONAL DISPENSARY. Reporter: EVERYTHING IS GIVEN A BAR CODE, LOGGED AND LABELED. THE PLANTS, PROCEDURES, AND END PRODUCTS ALL FALL UNDER THE STATE’S WATCH. THE REGULATIONS IN COLORADO EXTEND TO SECURITY. ANY ROOM THAT CONTAINS SOME FORM OF MARIJUANA MUST BE SEEN ON CAMERA. Reporter: THIS IS POT SHOPS IN COLORADO, A THRIVING INDUSTRY. THIS IS A GLIMPSE IN TO HOW THINGS COULD WORK OUT IN CALIFORNIA. SINCE 2013 PEOPLE OVER 21 CAN LEGALLY POSSESS SMALL AMOUNTS OF MARIJUANA, PURCHASE IT FROM RETAIL STORES AND CONSUME IT PRIVATELY. NOW WE ARREST ESSENTIALLY NO ONE FOR MINOR POSSESSION. Reporter: VICENTE HELPED WRITE THE LEGALIZATION LAW FOR COLORADO. WE DIDN’T THINK IT WAS A GOOD USE OF LAW ENFORCEMENT TIME TO BE ARRESTING AND PROSECUTING ADULTS FOR HAVING MARIJUANA. Reporter: 1,000 MILES AWAY, LEADERS IN CALIFORNIA ARE PAYING ATTENTION. WE’RE TAKING BITS AND PIECES THAT WE THINK MAY WORK IN CALIFORNIA. Reporter: LORI AJAX IS THE CALIFORNIA CHIEF OF THE BUREAU OF MEDICAL CANNABIS REGULATION. HER DEPARTMENT AND SEVERAL OTHERS ARE CURRENTLY SHAPING CALIFORNIA’S MEDICAL MARIJUANA RULES. IF RECREATIONAL PASSES, WE’D HAVE TO HAVE SIMILAR MEETINGS TO SEE WHAT THAT RECREATIONAL STRUCTURE WOULD LOOK LIKE. Reporter: UNDER PROP 64, HER OFFICE WOULD BE RENAMED THE BUREAU OF MARIJUANA REGULATION. THEY WOULD ESTABLISH INDUSTRY STANDARDS FOR PACKAGING, LABELING, ADVERTISING AND CHILD SAFETY. THE LAW ALLOWS LOCAL CONTROL OVER REGULATION AND TAXATION OF RECREATIONAL MARIJUANA. IN COLORADO LOCAL CONTROL ALSO RULES. ABOUT 60% OF THE MUNICIPALITIES HAVE BANNED THE SALE OF RECREATIONAL MARIJUANA. ANOTHER 15% HAVEN’T DECIDED ON THE ISSUE. AJAX SAYS HER OFFICE CAN ONLY REACT TO THE NOVEMBER VOTE BEFORE FIGURING OUT HOW A POTENTIALLY $1 BILLION INDUSTRY WILL OPERATE IN CALIFORNIA. REALITY IS VERY DIFFERENT THAN THE SIMPLE REASONABLE SOUND BYTES AND THE PROMISES THAT WERE ALL MADE TO US. Reporter: WAIT AND REGULATE MAY BE TOO LATE. DIANNE CARLSON WITH SMART COLORADO, A GROUP MADE UP OF SUPPORTERS AND OPPONENTS OF RECREATIONAL MARIJUANA, SAID SOME ISSUES CREATED FROM LEGALIZATION EXTENDED FAR BEYOND SMOKING A LITTLE POT. THE PUBLIC AND OUR KIDS ARE STILL NOT INFORMED ON THE RISKS AND THE HARMS ASSOCIATED. Reporter: AND ISSUES OF ENFORCEMENT HAVE COLORADO’S POLICE SCRAMBLING. WE DID NOT KNOW WHAT THOSE CHALLENGES WERE WHEN THIS LEGALIZATION STARTED. SO THIS IS ONLY PART ONE OF OUR SERIES. THERE ARE A LOT MORE ISSUES TO GET IN TO. WE’LL BE CONTINUING OUR SERIES TOMORROW WHERE WE’LL TAKE A LOOK AT THE PROS AND CONS OF POT POLICE WORK. INTERESTING. THE WILD WEST. UNCHARTERED TERRITORY IN A LOT OF WAYS. AS DREW MENTIONED, ALL THIS WEEK WE WILL EXPLORE PROPOSITION 64. DREW TRAVELED TO COLORADO WHERE RECREATIONAL MARIJUANA HAS BEEN LEGAL FOR THREE YEARS. WE’LL LOOK AT HOW LEGAL POT HAS

Let's do it CA. I'm tired of all the fake marketing when it comes to dispensaries and how they post online products that they have what you want in stock, then you go only to find out the product that you want isn't there. Let's legalize so we can get multiple strains at our pleasure. God bless.

  • Everyone to the ads Against pro 64 refuses to allow common , we must legalize to remove the prohibitionist sickness . those in law enforcement are lies and fear mongering , its been 100 years of prohibition and marijuana is still here there failure is the gain that the public refuses to abide by any law therefore its waste of time to continue such unenforced meaningful law as it stop no one it harrass everyone though probable cause attacks , The truth is liberty in legalization its is reasonable to regulate with 100 yeARS OF A POLICE STATE PROFITING BY PROHIBITION ITS TIME TO END THIS
    MASSVOCALS

As of 2017, getting medical marijuana will be more difficult, unless we legalize it. Sheriff Scot Jones is against marijuana legalization.

  • of course there will be a shit load of profit, california is only the state with the highest population, as for health problems, what health benefits do tobacco and alcohol??

  • fuck this prop I would still rather go to my local dispensary then my local convenient store. we still can't smoke in public and we still get piss tested this will put dispensary and run em out of business plus raise the prices on marijuana

  • I have never done Marijuana in my life, probably never will. However Marijuana is not any worst than alcohol or tobacco, I think it's actually beneficial for a lot of people.

  • Question:

If CA legalizes, will the price of cannabis plummet?

What are the economics of that?

    1. Illegal black market would see it's business decimated.

    2. Big Pharma could not compete with extremely cheap weed.

    3. More money would remain in consumers' pockets.

    4. Health insurance costs would plummet.

    ???

  • here is some education for everyone. Prop 215 allows you to have an ounce of weed and 2 grams of concentrate. allows you to grow outside or inside of up 12 plants 6 budding 6 vegging. prop 64 raises more taxes (55$ eights will now=65$) you still won't find it at your convenient liquor store you will still have to go to a medical club (I can do that with my prop215card) you will have to be 21and older (18 if your a prop 215 card holder) you will not be allowed to buy guns if your a prop 215. you will only be able to grow indoors which makes electricity bill higher (but I don't think it will affect the people who have prop 215 cards can still grow outside) this prop 64 is only here to regulate marijuana use and make more money off of it. our income for marijuana in Cali is 4 billion they wAnt to make more taxes to pay for police and war (IDK lol) I am a 420 enthusiast. when I can smoke my joint walking down the street like a cigeret, is when I will vote for higher taxes on marijuana. in terms it's legal for prop 215 card holders. and any sick patient can get it. shit just by having adhd and insomnia I got it (I don't have insomnia but I do have add, my friend got hers because she said she had really bad stomach cramps when it was her period month. she said 8-9/10 pain vote no

  • If it were to become legal prices will eventually lower to even 5 dollars a gram. More supply and competition will lower all the prices.

Okay. Please read all 62 pages of Prop 64. you will clearly see that this will not reduced jail sentences and it does not legalize cannabis. It only allows it to be taxed. The only way  people currently housed in jails can have their sentences reduced is if the terms of their incarceration were based on Prop 64  new terms. Those terms are if anyone is in  jail for growing 6 plants with no other additional crimes. Currently there is not one person in California jail system that falls under these terms. Prop 64 will increase jail sentences because it can repeal any patients rights under prop 215 and any cannabis California citizens with over 1 ounce can now be prosecuted under tax penalty laws and hold much longer sentences. This will only increase longer-terms of incarceration. Prop 64 only allows state corporate taxation of cannabis, corporate cannabis production and corporate distribution in 5 years. This bill only allows you to grow 6 plants if total plant weight is under one ounce. Total weight means that they can weigh the plant with  the dirt  it is grown in because the roots  are part of the total plant and in the dirt.   This essentially Outlaws growing for anybody unless they are one of the designated corporations to grow. Also prop 64 will repeal prop 215. This means any dispensary, delivery service, edible company, MMJ event and advertising of MMJ under prop 215 will now become illegal and any businesses Associated under prop 215 will be forced to shut down. 1 ounce and under is only tolerated if you can prove you pay tax on that. This includes if you grew your own. Without proof of Taxation people now can be charged with tax fraud. Any amount over 1 ounce will now carry heavy tax fraud implications. Cannabis jail sentences in California will be reclassified under tax court laws which carry heavy jail time. Not one penny of the taxation from prop 64 will go to California general fund to help out California's budget crisis. All of the tax dollars will go to a special fund which can only be used to regulate and secure tax revenues from cannabis. Prop 64 estimates 1 billion tax dollars  a year. All of that money will be forced into expanding our government with more police and tax enforcement agents. Please don't be fooled by prop 64 and read all 62 pages of it.

  • Alcohol deaths =countlessCigarettes=countelessMarijuana=Zero yet it is demonize and people of the America still believe that it is harmfull.?  How is this possible that most ppl in America believe it is harmful?

  • SHUT UP ABOUT KIDS ALREADY.
