Medical and Recreational Cannabis in New Mexico | The Line

>>NEW MEXICO IS IN AN
INTERESTING SPOT WITH RESPECT TO BOTH RECREATIONAL AND MEDICAL
MARIJUANA LAWS. MEDICAL CANNABIS HAS BEEN LEGAL
FOR A DOZEN YEARS NOW, AMAZING. THE PROGRAM LANGUISHED UNDER
SUSANA MARTINEZ, BUT MICHELLE LUJAN GRISHAM WAS HEALTH
SECRETARY WHEN IT WAS PASSED. SHE IS, OF COURSE, GOVERNOR NOW. SHE HAS OPENED UP LEGALIZING
RECREATIONAL MARIJUANA AND LOOKING AT OTHER STATES’
EXPERIENCES AND HOW THOSE TWO PROGRAMS MIGHT COME TOGETHER IS
OUR TOPIC. COLORADO HAS BOTH MEDICAL AND
RECREATIONAL. MEDICAL PATIENTS WORRY THE
PROGRAMS MAY BE TRAMPLED ON BY THE BOOMING RECREATIONAL
BUSINESS. SHOULD WE BE LOOKING AT THAT
DIRECTLY AND SAYING THIS IS A PROBLEM FOR NEW MEXICO THAT IS
GOING TO HAPPEN? WE SHOULD FIGURE OUT HOW TO
MITIGATE THAT KIND OF RESPONSE? IS THAT THE APPROPRIATE PLACE WE
SHOULD BE RIGHT NOW?>>I AGREE WITH YOU, BUT I THINK
THAT WHAT I SEE IS ALL THESE DIFFERENT — YOU HAVE ALL THESE
VARIED INTEREST GROUPS LOOKING AT IT TO SERVE A NUMBER OF
PURPOSES. ONE IS MEDICAL AND OTHER IS JUST
FOR PROFIT. IF IT PLAYS OUT AS OFTENTIMES IT
HAS IN THE PAST, WE ALREADY — I WOULD PROJECT WE KNOW THE PEOPLE
WHO ARE LOOKING IT AS A FINANCIAL PERSPECTIVE, ALREADY
HAVE RESOURCES AND — WELL, ACTUALLY, AND ATTORNEYS TO
REPRESENT THEIR INTERESTS QUITE WELL AS OPPOSED TO THE USERS AND
MEDICINAL ASPECTS. SO, I THINK THAT YOU REALLY NEED
TO LOOK AT IT AND HAVE EVERYONE AT THE TABLE, ALL OF IT
REPRESENTED, AND THAT NEEDS TO BE PART OF THE PROCESS. BUT, REALLY WE NEED TO, YOU
KNOW, WHOSE NEEDS ARE WE MEETING? WHO ARE WE SERVING? AND WHOSE BEST INTERESTS ARE WE
GOING FORWARD AND REPRESENTING.>>MARY, THE GROUP, THE WORKING
GROUP I MENTIONED, RECREATIONAL LEGALIZATION IS GOING THROUGH A
SERIES OF PUBLIC HEARINGS AROUND THE STATE. THEY ARE STARTING NEXT MONTH IN
ALBUQUERQUE, EARLY NEXT MONTH, BUT, PAT DAVIS, CITY COUNCILOR,
DRIVES THIS AND HAS BEEN QUOTED AS SAYING, WE DON’T HAVE MUCH
TIME. WHAT HE IS TALKING ABOUT IS
ACTUALLY THE PROBLEM. DO YOU KNOW WHAT I MEAN? I CAN’T QUITE SEE THIS ALL
COMING TOGETHER BY THE NEXT SESSION.>>THAT IS EXACTLY WHAT HAPPENED
IN THE SESSION, RIGHT? THAT IS EXACTLY WHAT HAPPENED IN
THE SESSION BECAUSE THERE WASN’T ENOUGH TIME TO THINK ABOUT IT
AND THERE ARE ALL THESE ISSUES. AND WE DO NEED TO LOOK AT —
THERE IS 11 STATES WHERE RECREATIONAL IS LEGAL AND WE
NEED TO LOOK AT WHAT THOSE PROBLEMS ARE AND IN COLORADO,
ONE OF THE MAIN PROBLEMS THAT THEY HAVE HAD IS THEY ARE
ALLOWING IT TO BE GROWN IN PRIVATE HOMES. AND, SO, THAT IS WHERE YOUR
BLACK-MARKET COMES IN, ET CETERA. AND THAT IS WHAT YOU HAVE TO
REALLY LOOK AT AND ADDRESS.>>ABSOLUTELY. JEFFREY, HOW DO YOU SEPARATE THE
TWO AND MAKE SURE EVERYONE’S NEEDS ARE MET ON THE MEDICAL
SIDE. WE HAVE INFORMATION NOW, OF THE
FOUR STATES OUT THERE THAT HAVE BOTH RECREATIONAL AND MEDICAL,
IT IS PRETTY CLEAR ACROSS THE BOARD, THE MEDICAL SITUATION HAS
SUFFERED UNDER EVERY ONE OF THOSE STATES AND ESPECIALLY
CALIFORNIA WHERE YOU HAVE PRICE SPIKES, LOSS OF AVAILABLE
PLANTS, ALL THAT KIND OF THING. CAN WE PULL THIS OFF IN THE TIME
ALLOTTED TO MAKE SURE BOTH SIDES ARE TREATED FAIRLY, RECREATIONAL
AND MEDICAL?>>THERE IS A REAL INTERESTING
DICHOTOMY BETWEEN THE PROFIT BUSINESS AND HEALTH APPLICATION. I FIND WHAT IS INTERESTING IS,
BY THE WAY, NOT EVERY DOCTOR OR NURSE PRACTITIONER IS DESIGNATED
TO SAY YOU CAN BE ISSUED THIS PARTICULAR DRUG. FURTHER SCIENCE HASN’T CAUGHT UP
TO ALL THE VARIOUS DIVERSE HEALTH APPLICATIONS THAT THE
PLANT CAN PROVIDE. WE KNOW IT CAN ALLEVIATE
DYSFUNCTION OR PAIN WITH CANCER AND SOME OF THAT. THERE IS OPIOID DISORDER, THERE
IS AUTISM, THERE IS LOTS OF OTHER HEALTH PROTOCOLS WHERE
SCIENCE DOESN’T KNOW YET IF IT CAN HELP THOSE PARTICULAR
AILMENTS, IF YOU WILL. SO, I FIND THAT KIND OF
INTERESTING AS WELL. AND THE OTHER PART WE DON’T
NECESSARILY TALK ABOUT ENOUGH IS ON RESERVATIONS OR RURAL NEW
MEXICO, ACCESS TO THE ACTUAL HEALTH — KIND OF LIKE THE BROAD
BAND ISSUE. IF YOU’RE IN EUNICE, NEW MEXICO
OR ON THE RESERVATION, YOU DON’T HAVE EQUAL ACCESS TO THIS
PRODUCT THAT WILL ALLEVIATE PAIN. A LOT OF MOVING PARTS.>>CAN WE JUST KIND OF POOL SOME
OF OUR RESOURCES.>>THOSE APPLICATIONS AND
ACCESS, THOSE ARE THINGS WE NEED TO INVOKE IN THOSE
CONVERSATIONS.>>LET ME ADD SOMETHING. I MENTIONED MEDICAL FOLKS ARE
TAKING PUBLIC INPUT. THERE IS CHANGES PROPOSED. AND THEY ARE PROPOSING ADDING
QUALIFYING CONDITIONS TO THE MEDICAL MARIJUANA PROGRAM BUT
ALSO THE NUMBER OF ALLOWABLE PLANTS FOR GROWERS FROM 450 TO
2500. ALSO BRING THAT DOWN TO 1750. I SEE WHAT IS WORKING HERE. THEY KNOW THEY HAVE A PROBLEM
WITH PRODUCTS GETTING TO THE MEDICAL IF THEY ARE RUNNING OUT
TOO QUICKLY. IS THIS THE ANSWER, THOUGH,
AS YOU SEE IT HERE? ARE THEY ON TRACK?>>I WONDER IF THEY ARE GOING
ABOUT THE WHOLE THING THE WRONG WAY. WHEN I GO TO THE DOCTOR AND HE
SAYS, YOU HAVE ARTHRITIS, HE PRESCRIBES A NEW DRUG. I DON’T HAVE TO QUALIFY TO GET
THAT DRUG. IT SEEMS TO ME IF WE ACCEPTED
THAT MARIJUANA IS A CURE FOR CERTAIN AILMENTS, THAT A DOCTOR
SHOULD BE ABLE TO DECIDE TO USE AND PATIENTS SHOULD GET A
PRESCRIPTION FILLED AND I DON’T KNOW WHY THE STATE HAS TO
QUALIFY ME TO CARRY A CARD. I WONDER IF YOU WOULD GET RID OF
SOME OF THE PROBLEMS WITH MEDICAL SHORTAGES, ET CETERA, IF
PEOPLE COULD JUST GET A PRESCRIPTION THAT THE DOCTOR
SAID THEY NEEDED.>>THAT IS A VERY GOOD POINT.>>IF YOU THINK ABOUT THE STATE
BY STATE PROBLEM, IF IT WERE LEGAL, AT LEAST MEDICALLY, ON A
FEDERAL LEVEL, THE SHORTAGE OF MARKETS, PERHAPS, YOU COULD MAKE
ENOUGH MONEY MAKING MEDICAL MARIJUANA EVEN IF YOU COULDN’T
MAKE ENOUGH MONEY IN NEW MEXICO VERSUS CALIFORNIA. I AGREE WITH ALL THE PANELISTS
THAT WE NEED TO PROTECT THE PATIENTS WHO NEED IT FOR A
REALLY SEVERE CONDITION AND WE ALL KNOW SOMEONE WHO BASICALLY
IS CONCOCTING — AND I DON’T THINK THIS IS A BAD THING
BECAUSE IT HELPS THEM IN THEIR LIFE OR THEY WOULDN’T HAVE DONE
IT. BUT THEY COME UP WITH SOME
CONDITION THAT MEETS THE CRITERIA AND AS SOON AS IT IS
LEGAL RECREATIONAL, THEY BUY IT A DIFFERENT WAY. BUT THAT PERSON ISN’T SOMEONE
WHO NEEDS A CERTAIN CONCENTRATION, CERTAIN TYPE OF
EDIBLE AND THINGS THAT REALLY ARE GOING TO MAKE THE DIFFERENCE
AND BE ABLE TO GO ABOUT THEIR LIVES.>>THAT’S RIGHT.>>WE ALL HAVE HEARD ABOUT THE
INTEGRITY OF THE ACTUAL CANDIDATES. IF WE HAVE FREE-FOR-ALL FOLKS
GROWING IT AND PROVIDING IT TO THE DOCTORS WHO ISSUE IT, WE
HAVE TO BE CAREFUL ABOUT THE INTEGRITY OF THE DRUG.>>THE MANUFACTURE AND
PRODUCTION, LET THE PATIENTS AND DOCTORS SORT IT OUT THEMSELVES.>>VERY GOOD POINT.>>QUANTITY VERSUS QUALITY IS
WHAT THEY WANT TO FOCUS ON.>>ARE YOU SENSING THAT WE ARE
CONCERNED ENOUGH ABOUT THE MEDICAL SIDE AS WE GO INTO THIS
CONVERSATION? THERE IS A CONVERSATION
HAPPENING?>>I HOPE SO. JUST IN PREPARING FOR TODAY,
JUST THE CONVERSATION THAT IF WE GO TOWARDS LEGALIZING, THEN
PEOPLE ARE GOING TO SAY, WELL, THEN I DON’T NEED MY MEDICAL
CARD. I’LL GET RID OF THAT BUT THEN
THAT DRIVES UP THE COSTS AND THEN IT WEAKENS WHAT THEY NEED. I CERTAINLY HOPE THAT IS WHAT
THE FOCUS IS. BUT, FOR THE PAST EIGHT YEARS
UNDER DIFFERENT ADMINISTRATIONS, IT WAS LIKE DON’T ASK, DON’T
TELL. THAT IS WHAT WAS GOING ON BUT
NOW WE HAVE GOT A GOVERNOR WHO HAS A DIFFERENT PERSPECTIVE
BECAUSE OF HER DEPARTMENT OF HEALTH BACKGROUND SO SHE REALLY
WANTS TO BRING IT TO THE FOREFRONT. AND BECAUSE OF THAT, I DO THINK
THAT WE ARE FOCUSED MORE ON THE MEDICAL ASPECT.>>I THINK THAT IS AN
INTERESTING POINT ABOUT HER. THAT IS HER GOING TO BE HER BACK
STOP POINT OF VIEW WHEN IT LANDS ON HER DESK.>>EXACTLY. I AGREE.>>I WOULD BE INCLINED TO TAKE
THE TIME TO DO IT RIGHT. I THINK THAT IS CRITICAL. TO RUSH SOMETHING LIKE THIS THAT
HAS A SIGNIFICANT IMPACT ON THE COMMUNITY IT IS BEST TO TAKE IT
SLOW, GET IT DONE IN THE RIGHT MANNER RATHER THAN TO RUSH IT.>>ABSOLUTELY. JEFFREY, INTERESTINGLY THE
NATIONAL DEBATE HAS SOME INTERESTING FACES, JOHN BOEHNER,
FORMER SPEAKER OF THE HOUSE, NOW IN THE MARIJUANA BUSINESS. HE HAS AN INTEREST IN
LEGALIZATION AND THERE IS QUITE A FEW REPUBLICANS, EVEN LOCALLY
HERE IN THIS STATE. SHERIFF DARREN WHITE WHO HAS A
FINANCIAL INTEREST IN THE MARIJUANA BUSINESS NOW. WHAT IS THE DEAL INSIDE THE
REPUBLICAN MILIEU WHEN IT COMES TO LEGALIZATION?>>OBVIOUSLY I AM A REPUBLICAN. I CAN’T SPEAK TO THAT NECESSARY
BUT I KNOW, FOR EXAMPLE, CAPACITY, IF I AM ALREADY A
PRODUCER IN NEW MEXICO, FOR EXAMPLE, I AM GOING TO WANT THAT
CAPACITY TO BE 5,000 PLANTS OR WHATEVER, SO I CAN MAXIMIZE MY
INVENTORY TO MAXIMIZE PROFIT. SO I AM NOT SURE IF THAT ANSWERS
THE QUESTION BUT THAT IS CLEARLY A FAIR QUESTION TO ASK. IF I AM A PRODUCER I WANT THE
CAPACITY TO BE 1750 TO AT LEAST FOUR OR 5,000. ONCE AGAIN, YOU ALSO HAVE THAT
OTHER PIECE THAT IF YOU HAVE A MONOPOLY, AND THEN ONCE AGAIN,
THOUGH, ARE MICHAEL AND I GOING TO GET INTO GROWING CANNABIS,
BECAUSE WE WANT TO MAKE SOME PROFIT? ARE WE REALLY ENGINEERED
CORRECTLY TO BRING THAT INTEGRITY LEVEL TO MEDICAL
STANDARD? SO, THERE IS A LOT.>>YOU MIGHT WANT TO. IT IS OVER-ARCHING. WHAT ABOUT THE FEDERAL
GOVERNMENT. THE FEDERAL GOVERNMENT SAYS WE
DON’T WANT THAT MONEY, SO TO SPEAK.>>WE ARE UP AGAINST THE CLOCK. FIND OUR FACEBOOK PAGE FOR THIS
WEEK’S DISCUSSION ABOUT HOW TO INTERPRET WHAT PUBLIC OFFICIALS
SAY ON SOCIAL MEDIA SITES AS WELL AS THIS MARIJUANA
DISCUSSION.

  • I usually value focus opinions but this is very disappointing . I’m fucking tired of waiting how much longer are we going to have to wait. Forever!!! Forever is what the cartel wants. God Grant I thought you were smart I’m so disappointed in you.

  • Elizabeth Bolton says:

And Nevada and California and Maine and Oregon and Washington and CANADA. Can we please not be last for once.

  • People tend to stop when they have had enough (Alcohol is drank to the death). People tend to be safer drivers (every car behind them with a luggage rack is a cop so they drive cautiously). The revenue is astounding from legalization of which users do it illegally anyways…There is No money in it for police, courts, jails, jailers, prisons, counselors, probation officers, etc., basically loss of jobs, since their funding is based upon numbers of arrests and convictions…The astonishing tax gain goes to general funding that determines all other funding…which is lessened to courts and law enforcement jurisdictions due to de-criminalization…
Who recalls Alcohol like your prescription commercials…The historical cure all Elixir? /have a drink if your depressed, have a drink it if you are angry, have a drink if you are frustrated, have a drink if you are celebrating, have a drink to relax etc., etc…BUT…Be aware of the side effects…unwanted pregnancies, unwanted marriages, unwanted divorces, suicides, manslaughters, murders, assaults, abuse, rapes…not to mention, diabetes, liver damage etc…
Alone Cannabis seems tolerable but mixed with alcohol is most unpredictable…I say legalize it..The mass of money will afford its regulation…and provide many other financial benefits…like the homeless, the down trodden…Bridges across the Rio Grand that would relieve (tremendously) current only route roadways to bridges.

  • Marijuana is an herb that grows naturally, not a drug or prescription. What is anyone's real problem against it beside how they were taught to discriminate against it. Is anyone selling black market booze because now they too can legally homebrew wine spirits or beer. What about tobbaco? You have it all twisted. Too much thought over one natural plant. What about talking about taking down and eradicating those meth labs full of nasty harmful toxic chemicals.
